It does not independently adjust for compression, browser caching, repeat-view asset reuse, downloads, bots, API traffic or partial-page navigation. From those figures the tool calculates estimated monthly transfer, average page loads per second and peak page loads per second. Transfer is pageviews multiplied by average page weight. Page loads per second come from spreading pageviews across a 30-day month, then applying your peak multiplier.
Separately you tick any hard requirements, which are root access, a private server environment and single-tenant physical hardware. These are structural properties of each tier rather than performance judgements, so ticking one rules certain tiers out definitively.

When shared hosting is enough
Shared hosting puts many customer accounts on one server that the provider administers. You manage your website through a control panel, and the provider handles the operating system, patching and server-level security.
That covers a large share of the web. Brochure sites, blogs, portfolios and small business sites usually run fine on it, and the provider doing the administration is a genuine benefit rather than a compromise.
The constraints are what push people off it. You cannot install custom server software, you cannot change the operating system and your resources are shared with neighbouring accounts on the same machine.

A virtual private server gives you a separate server instance with its own allocated memory, running on a physical host that is usually shared with other virtual servers.

When a dedicated server earns its cost
A dedicated server is an entire physical machine with no other customers on it. That matters for three reasons, and only one of them is raw performance.
Sustained heavy load is the obvious case. When a workload keeps a machine genuinely busy rather than spiking occasionally, paying for the whole machine can cost less than repeatedly outgrowing virtual instances.
Physical single tenancy is the second case. Some regulatory, contractual or licensing requirements call for it. A dedicated server is one way to meet that infrastructure requirement, while dedicated-host and dedicated-instance virtual machine services may provide another.
